Other Home Repair Assistance Resources


The City of Philadelphia's Office of Housing and Community Development, the Philadelphia Housing Development Corporation, and other agencies offer several home repair grants or low interest loans to low income homeowners. Some local elected officials provide applications and assistance at their constituent service offices. 

Adaptive Modifications Program
Provides free adaptations to house or apartment of low-income disabled individuals.

Basic Systems Repair Program
Free major repairs to electrical, plumbing, and/or heating systems of an owner-occupied property.

Weatherization Assistance Program
Free weatherization and energy-efficiency improvements to owner-occupied houses and tenant-occupied rental units.

Senior Housing Assistance Repair Program (SHARP)
Free or low-cost minor repairs or modifications for disabilities for homeowners 60 years or older.

Emergency Heater Hotline
Free minor heater repairs.

The Homeowner’s Emergency Loan Program (HELP)
A zero-interest loan for Philadelphia Water Department customers who received a Notice of Defect (N.O.D.) and need repairs or want to replace a water service line made of lead.
